Physical location of the escrow service shouldn't matter unless you are seeking to meet the escrow service provider in person for added security. The idea of trust ratings and reputation in this forum is security and flexibility of conducting escrow online without regard to if the service is in EU, UK, US, Asia, etc
This seller "is thinking about escrow now", i think he is gaining time and waiting if somebody will buy without escrow, trade with extreme caution.
Edit: He even started a new thread in German subsection as oviously no one is buying here without escrow.
