Two vessels collided while having access to today's modern location and guidance technology. Clearly there was gross negligence at some point.

While it is to the justice to prove, and the people on those ships have the right to the presumption of innocence, two ships colliding nowadays is mostly due to incompetence and human mistake (the speed, the radar technology, the priorities .....)
