Russians can buy into BTC & keep their BTC.
Why would they have to cash out just before any Russian ban on BTC?
How would the Russian government know if they had a stash of BTC?

They could quite easily have a bank account in Europe or the US and if they ever need to cash in their BTC they could sell them for fiat & have that fiat in a foreign bank.

Russia can put a BTC ban in place but they can't stop people from using it.
Drugs are banned in most countries, people still do it.
Speeding is a crime, people still do it.

A Russian ban on BTC may be a deterrent but they can't physically stop people buying BTC.

Russia is forcing it's citizens to swap their USD for rubles soon, and probably banning bitcoins in 2015. The article linked below speculates that rich Russians may fuel the next bitcoin boom by buying to move their money out of the country while they still can. Apparently the price of the ruble is crashing against the USD and the Russian government intends to let it carry on crashing.

Yes, but it's not likely to be banned until 2015, and the ruble is crashing in value. Rich Russians might buy bitcoins now and sell them just before any ban (if it happens) in 2015. Others might simply buy bitcoins and move abroad with them.

Silk road 2.0 going down makes more sense to go up like after silk road fell... November makes sense too but that's more random. How about a double bottom??? Enough reasons yet? How about a nice 11month drop that never really broke 300 either? hmmm sounds like many markets I seen before. I went all in around this level at 350-360 & Im still buying more and more everytime it's below that to bring my average lower.

Yea. You might lose money on it, but you aren't going to get margin called... there isn't enough demand for that type of pump.
