You should read the ToS whether VPN is allowed, and even they allow VPN usage, there is no guarantee the ToS will remain unchanged. But there are many sites which don't offer bonus too when they just launched. All sites must be ever had the bonus, but it's just like deposit bonus or just like contest too which isn't regularly.
