That is what it did. My RollinGames Blog explains the block order: It ([Lottery Bot]) uses the hashes from these blocks as input to create a random number. The second hash is used as the first input.
This order is a design choice madcoin made.

Lottery Bot messed up again! It happened before, about 6 weeks ago, and it happened again yesterday. Lottery Bot used hashes from one old and one new block, instead of just 2 new blocks. As a result, it picked the wrong winner:
