There is a good amount of places that doesn't even have signatures shown as well. Like "serious discussions" part for example and that will not have signatures shown as far as I know. The only beef we could have would be language barrier, if one place doesn't allow you to write on your own language then it could be bad, because I know that I could be writing in my own language if I wanted to and make money that way and I would not be spamming there either.

However, if native language is included, then all those serious discussions and all the other places where signatures doesn't show up could be eliminated from the campaign participation and will be fine, the important part is to see the signature after all.

It is very much up to the respective BountyManager if he allows spam posts or not. Hhampuz for example does not count spam posts, which leads to the fact that the posters do not get paid in the respective week and often even receive a warning for bad quality posts. I think this is the best approach, but is of course very much effort for the BM.
Yes i have also seen some members in his campaign saying they made more posts but all of them were not counted in the weekly sheet update and this is because he simply ignores the spam posting which is not upto the mark or say off topic which is why see  people in these campaign maintaining some kind of quality work.This is the best way to promote healthy competition among members to write some quality posts even in gambling section as well.
Imagine having soooo much work and yet these amazing managers which are only a few people so they are rare, end up also checking every single message written by every single person participating in their campaigns.

Honestly signature campaigns are a hit or miss type of situation. I have been involved with it for many years now, probably since it started because I love bitcointalk and why not be here. But, I have seen too many low quality projects and campaigns that make it worse, so basically while earning money by writing here, you end up making it worse and then people earn a lot less because we have too many low quality posters here, and campaign managers do not know if you are one of them or not. 1xbit is one of them, but I rather not talk about them on roobet topic to be honest, roobet is a legit place that everyone loves and they are definitely one of the top places so they are not really cause of any of this trouble. Let us not bother their topic with anymore of this, any negative talk about some other place may sound wrong when you write it here and may hurt roobet.

but I believe incentives are a powerful way to shape behavior
we probably have two main kinds of users on the forum that overlap on a Vein's diagram:
the ones who are more interested to contribute for fun, learning or enjoyment, and other group that is here because of the money of the signature campaigns
we'd possibly see a change in amount of posts per board with different rules on the signature campaigns

that's right, there are different sections of people in this for example as you said because some are just here for fun and some are after gifts. and even if it is seen that more people are chasing bounties at this time but it does not rule out the possibility that there are still many people here because this is indeed something useful and they are happy to be here.
