Talked with the customer support. To withdraw the current fund you got as reward you need to make a 1$+ deposit. After then you will be able to withdraw the funds.
That may be the reason why the ongoing Art Contest explicitly showed a dollar deposit is required.
Conclusion:Roobet have very good Live Support(c.o Dean), very informative, proactive with a solution to the issue I raised.
However as much as I wanted to showcase Roobet to be the "great", "fair", "player-friendly", I can't simply disregard the minor flaws that if corrected would make Roobet way better.
