Russia banned Bitcoin because the Ruble exchange rate was going down steeply, and the government thought that people will rush to convert their rubles to Bitcoin. Terrorism financing was not a major concern. The government knew that right now Bitcoin is not an attractive financing option for various terrorist groups.

apparently they have not yet banned it but it is an ongoing issue and they are talking about banning bitcoin.
a quick google search turns out that websites like bitcoin.org is (or was) banned in russia.

Could care less if they do or don't, they're so behind the technology curve when it comes to Crypto, that it doesn't even matter. Seems strange, since their neighbors pretty much dominate the space.

Correct.
Bitcoin is not banned. Even if we looking in wikipedia, then we will see that the first sentence is based on plans which didn't come yet. There is no law inhibitory so far, or regulating cryptocurrencies in Russia.

I'm russian and i cannot confirm this. The bill is, but it isn't adopted yet. Moreover, it uses the concept of "surrogate money" rather than bitcoin or cryptocurrency. Now there are no official restrictions for operation with bitcoin, except cases when you want to pay taxes on the business.
It isn't recommended to use bitcoin simply, especially in the sphere of business.

Now the second version of the bill is considered. Already with exceptions in the form of bonus miles, points and to that similar.
