Thank you i really appreciate your help. Also my Test Fixture goes crazy on this hashboard on xshell program, thats why i assume its not a chip problem.

There are many things that can go wrong, of course, the majority of them are probably things that aren't easy to fix, but let's just hope this solves it or at least a part of it, please report your results back.

Op here is the link to the topic https://bitcointalksearch.org/topic/repair-a-t9-after-a-bad-firmware-lost-chain-5032987

It was made for T9 miner but the same logic applies to other miners, just make sure you follow the steps.

The first thing I would do is try custom firmware like Vnish (Awesomeminer or Asic.to) just to rule out any firmware related issues, and then you could try to extract the hex from a working hash board and write it to the bad hash board using something like Pickit3, if you don't know how to do that let me know and I'll try to find the thread made by one of the members here.

Sounds great i will test this as well. since resistanses and voltages are fine i have to try thing. I would appreciate if you can find the thread for me. Thank you

Yes i tried different things and make the conclusion that something is wrong with the hashboard. This hashboard was in place number 3 so i switch the data cable and slot and did the same so i removed it and leave the 2 working hashboards because it caused reboots to the whole miner. I tried different control board as well. The text fixture on a working hashboard says okay on the lcd panel. I don't know what else to check on this hashboard. Maybe its something easy to find because this happened suddnely. Maybe its one of the LDO? I am not sure how to check them

Without tools, you can't check if it's a hardware issue you need a multimeter to check some of the resistance of each test point(TP).
If you have a multimeter then try to check all lines according to the diagram below

I'm sure you will notice some different resistance between the bad and good hashboard.

The resolution  of the image you uploaded is very bad, is your gear really showing 69 asic for this hash board? Can you flash a different firmware?

Yes that's really strange, S9 hashboards have 63 asics and sometimes it shown 69-72-80 asic. I installed the latest firmware from bitmain website. Also yes the 2 hashboards working perfect if i unplug the bad one i am talking about. At first i thought it would be the psu and i replace it then i replace the IO cables as well still doing the same.

Here is the kernel log from the 2 working hashboards and the image that working fine since 23 days. https://imgur.com/a/L5OZmsH

If there any change to reset the hashboard somehow? Maybe it has to do with the pulse of the asic chips in line? I dont know if there is such thing. I Also test this hashboard with my tester fixture and it says 0 asic. Voltages are fine and resistances, capacitors and mofsets checked and is okay.

The resolution  of the image you uploaded is very bad, is your gear really showing 69 asic for this hash board? Can you flash a different firmware?

detach that board from power jacks and white data cable.

leave it in the case.

run the other two boards.

If the gear works with two boards show us a photo and the log with the good boards.

I think the board is likely shot first choice

so do the test I said and let us see the results

Based on what I see you have a problem about Fan signal according to this log

Code:
FAN PWM: 0

it means your miner can't detect the power signal from your fan.

Can you try to replug all fan cables and test it again if it could fix your issue?

If the kernel logs still show the same would you mind to try jumpering the blue wire from the fan directly to the control board?
Let see it would help fix your issue.

Thank you for your reply . Fans seems that working fine and detected by the control board because the other 2 hashboards that are connected working fine.

Any ideas?
