Yes.   For an orchestral track that has a little harmony in it does sound very sad.  Every since that movie I can always recognize Horner's work since he uses a lot of the same styles in other movies.  Never An Absolution is right up there (for being down there).

If you can watch the movie (or listen to the album) The Wall without feeling sad you may want to check yourself for a pulse. Or maybe you have become Comfortably Numb - Pink Floyd - The Wall

I too think Eminem's Stan is a very sad song, but I think Eminem - Space Bound is even more so.

Hard to say what is the saddest song as I've never really thought about it, but there are parts of Queen's Bohemian Rhapsody that are pretty sad, but I really love the song overal and the change in tempos.
