Also I want to post this pic. It doesn't appear your "Payouts" are actually paying out their listed multiple. In this example, I bet 100 satoshi on a 2.143x payout, but I only received 110 satoshi. Shouldn't it be 214.3 satoshi, or am I extremely confused?
The notification displays your winnings, not the payout...
Since 1.8% of the payout is rounded to four, the payout (214) - the bet (100) - the commission (4) is the 110 that is displayed in your notification. It's basically the sum by which your bank actually increased.
Re your original issue, the funds have been added to your account, it probably had to do with withdrawing from one aces account into another like you originally suggested.

The payouts are based on your hands' chances of winning (you can check the odds using a poker calculator).
I bet 0.00000010 on the 2nd hand, which pays out 1.1x, but when I win it says I won 0.00000000 and my balance is unchanged. Is that a rounding error? It shouldn't let you bet too small, if there will be a rounding error.
No error. You can't win less than a satoshi at Aces. We don't actually make it any less likely that you win, instead we take our commission when you win. Since 1 satoshi payout - the 1.8% commission is less than 1 satoshi, your winnings will be displayed as 0.
