I think it wont as long as there are people who are lazy and wants an easy money even if the is from other people's hardwork. Scammer will always be there so maybe we can make ourselves more responsible on what we deposit on our bank and protect our credit cards and account . And dont always fill up a site that ask for CC info just to enter their sites because there are many phishing sites and scammer on the internet so becareful.
I think it wont end easily as long as there are people who thinks only about themselves and who's not polite enough to other people there will be always the one that scam you. And as long as there are bad people or currupt mind there will always be scammed. because scamming is easy to do if you dont have any conscience.
Even if you go spiritual to make money, as long as it is this computerized world there will be scamers because everybody on this earth may not be spiritual . Remember there are different religious beliefs in the world i advice anyone just to be carefull .
Until people start to develop on a spiritual level, they will not think about how they make money. The money that scammers make is dirty and they have a very bad effect on their karma, their health and their personal lives.

But well frankly, Most scammers are the usual smart people who have no conscience and enough greed for easy money to take advantage of innocents. I always wonder that how do these people live with themselves after knowing that they may have potentially wrecked lives.

Scammers will always be around in society, due to people always not being as educated on protecting themselves. What you need to do is to pay attention to how these scammers are, what tactics they use and then not fall for them again.
You're right. We can never stop it. Whatever rules you make up they will always try to find loops and holes. Scamming is also part of human nature. Some of us may have morals that are stopping us from going that way, but others don't. They know that if they are caught they will face the consequences, but they're willing to try anyway.
Greed and trying to take shortcuts has plagued mankind since the beginning of time. It may never be eradicated, because people are always looking for ways to get ahead of their neighbours. Until everybody in the world is content with their position in life and the future, it'll remain this way. I think there are many societies out there with low corruption and that is the closest you can get at the moment.
It is difficult to do something with such scammers. Unfortunately many people have suffered from their fraudulent activities. Maybe in the future people will learn to resist, but so far it is impossible, in my opinion.

3. Not to use money only a specific place for more benefits

It never end sadly. As long as people have money or prizeful possession which they will thieves and scammers will always be around. Most people are okay with doing an honest days work but some people like to get by

Everything has its own importance i know there is a lot of hackers and they are doing unfair things but its the eco-system of our human society without it the rich will be more rich there for there might be no end of that its nothing but the equivalence system of the society.

You can't really, they are like thief's IRL, you can get pickpocketed if you are not careful enough the same as saving your private info/detail on your computer.
