I agree with your point. I say it that the only reason why IEO was able to work was because it started on very reputable exchanges which guarantees the legality of the project. These small exchanges don't have the reputation and integrity to do the same, so investing in IEOs on small exchanges is at the investors risk.
IEOs are becoming a threat to those who rely on choosing project from any exchanges,low rated exchanges have already joined the IEO rollercoaster and projects funds are been raised through these low rated exchanges which to me is a very dangerous risks for anyone who invest in projects from low rated exchanges or even new exchanges.

I cant see a point why an investor would include into its option on investing on IEO into small unknown projects?
For now, its much wiser if we do just focus on Binance or other top exchange IEO than risking into smaller ones.
We all know that IEO is one of the safest means of fundraising currently and there is no fear of losing funds to scammers, since the fund raising are being conducted by trusted exchanges and not a random company, so the way scammers try to enter the market these days is through the launch of exchanges with so many promises in order to get people on-board who will thereafter be scammed of their name while buying fake IEOs from these exchanges and then this exchanges make away with huge amount of funds that was raised via these IEOs.
There could be some exceptions on every safety precautions and preventing measurements like even highly secured exchanges are getting hacked and we are hearing that through out the history of cryptos. So, being cautious against scams and always spending more time for doing our own due diligence are high recommended.

Fraudsters always use various methods to cheat. Currently, Ieo is quite popular, and fraudsters try to use it. The safest way to avoid that is to choose a trusted global exchange such as binance. A binary-class global exchange will not arbitrarily accept ieo cooperation, in order to maintain credibility. Although there is no 100% guarantee that there is a success, it can at least reduce risk.
Keep IEO on untrusted exchanges such as Latoken, Yobit and new exchanges. there are many scams there I recommend to follow IEO on Binance and Okex
Quite frankly, I have not been impressed with some exchanges when it comes to IEOs especially IDAX, Bitforex, Latoken and Exmarkets. They seem to have little or low standards on the projects they pick and most times IEO investors end up on the loosing sides after IEO sales. I think investors should be careful with their investments else they will loose more
Yes, if investors only use hysteria and hype, it might end up in vain. Risk is unavoidable, even though IEO is carried out on a large exchange, then investors need to be careful. The popularity of the exchange is effective enough to attract investor confidence, if supported by projects and good strategies, it will be profitable. dwyor 
actually all the exchanges that are either low ranking or high rank have the same potential related to fraud in IEO, only for those exchanges that have high rank they will maintain their popularity when they will cooperate with developers who will launch the IEO program, at least the few investors feel more secure and trust high exchange rates.

Of course investors will be interested in choosing IEO in large exchanges like BINANCE. It is not only Novice that are risks of getting scammed but every potential investors, Binance have also run several IEOs that ended up dying few days after trading is enabled, do you think it is only novices that invested in them. The best way is for all exchanges to make sure they don't list shitty or scam projects.
You are right ! Just that the high rated exchanges do so much manipulation which like The low rated try to be transparent because they want to get to the top and good integrity! We can’t totally write off the low rated exchanges , some of them are good !
IEO peojects from popular exchanges are the best,their popularity and reputations is enough to push the IEO projects to its success,investors should focus on exchanges like binance,gate.io,huobi,okex etc for IEO investment rather than low exchanges with lower volumes,only few IEOs became successful on exchanges with mediocre rating like latoken and the rest
I won't recommend to take part in IEOs on exchanges like Latoken, Probit or Bitforex, because such exchanges are manipulating the sales and when it says that an IEO was sold out, in fat there were only several hundred dollars sold. Be aware and take part in IEOs only on proven exchanges.
Just as important as fund raising for every crypto project might be, most especially for development of product, priority needs to be placed on the integrity of the team. That is the only way you can be sure that your invested fund is safe.

This is not that surprising to me because I already knew that it would get to that point and that scammer would really have a very nice time with it because we have lots of people that are quite too greedy and too impatient to fall for it. We already know that these low exchanges would never do due diligence like these top exchanges would do because they are not after the protection of their name, they are just after the money that they will make out of these scam or low quality projects. For IEO, I think people have option to fall or not fall into scam unlike ICO, for IEO, the best option not to fall into scam is just for them to go for IEO that are on these top exchanges like Binance, Huobi and all the other reputable exchanges that are listed in the market.
I know of a project with confused team, having a trading useless shitcoin on hotbit and yet went ahead to conduct IEO under a new name in Vindax exchange and ended up raising over $500 after using $2,800 to listing the IEO. Some Exchanges are scammers .
It is not easy to rid this space of scammers totally but can be reduced which is what IEO have done over ICO's, at least now it is not only left for the investor to conduct certain researches and verification before investing, it is also job of the exchanges too
Right, They come in the market just raising found and scam people. Scamer is everywhere. If you invest ICO or IEO, If project not good or their pre-plan to do scam people they can do any time and any where. We need to research first before doing any invest any ICO or IEO. Now a days lot of project just come for money and then they scam and vanish.

its real,projects that raise funds on small exchanges immediately fall in price after listing on these exchanges. I don’t understand why this happens and who does it? many investors stop believing IEO
Things will surely get better in the future about projects funds raising,dont forget that ICO was replaced by IEO now and there is no guarantee that in the next 2years IEO will still be the better choice for fundraising projects,every technology ever created takes time to get better but for now investors should play safe by staying away from IEO projects from new exchanges hero member

they need to pass the exchanges verification so their project can be list on that exchanges and the presale can start. Maybe their way to trick people will not as big as in the ICO but yes, the possibility to trick people still wide open. So the investor needs to be careful to invest in any projects.
Firstly, I don't think this should catch us off guard but it the crypto exchange site that offers IEOs that need to tighten their verification cause the last time most of the exchange site is not doing good verification of project before they decide to launch the project IEO and Binance is a good example of an exchange that does the very best verification of project.
