Because scamtos doesn't have enough to pay everyone, so he's reducing his withdraw output by reinvesting our money back into his KHS.
With bitcoin at such lows and possibly going a lot lower, the power/electricity cost will start eating most of the "profits" from "mining". Of course if this is ponzi, then this sentence doesn't matter.
But scamtos is having trouble with the money, though he seems to be getting better at paying out, which is all I care about.

As for mining i seriously doubt he controls a single GH/s of mining gear scrypt or SHA. If he did he would have been rolling in BTC
