Yes and stocks are much safer.. All investments have risk. Besides, keep in mind Security in Security and Exchange Commission doesn't mean security like antivirus or Trojan..
It refers to stocks and other financial instruments. The people who have the most to lose are the entities involved with fiat. So, of-course banks and regulators will have a problem.

美国证券交易委员会（SEC）今日向投资者发布第二次警告信息，指出比特币、Peercoin、Dogecoin和Minacoin等虚拟货币存在投资风险。SEC针对比特币的首次警告于去年夏天就已发布，当时该机构起诉一名男子利用比特币设立“庞氏骗局”。
SEC指出，虚拟货币的交易不可逆，导致投资金钱难以收回。充当交易中介的虚拟货币服务机构无法办理保险业务，如中国央行规定不得将比特币纳入保险责任范围。诈骗者已将各种虚拟货币视为成熟的欺诈目标。
SEC还指出，比特币和其他虚拟货币的安全性十分不稳定，容易被黑客盗取，并且政府可加以监管并限制。SEC表示，“作为一项新发明，比特币不具备公信力。”
