I would recommend that decreasing participants like newbies and jr members on your campain will definitely increase the rates per post,, cause newbie and jr members are the ones involved in spamming and low quality post.

but, this campaign not receiving any newbie rank sir, the minimum rank is jr memberyou can look further in the first page, and secondstrade is focusing advertise on the campaign though. so he accept upper than newbie

Well maybe op wants his site to be advertised all over the forum since there is no limit for his acceptance for the participants, the risk is
on his decision. There is no rule in the forum that's prohibiting the limit of signature campaign participants.
But yes, maybe he should consider it.

Secondstrade needs to be seriously decreasing their participants and only let the people stay that post with a high quality so they can get a bigger reward. Now your campaign has too many spammers, which is unfortunate, and the reason why u got negative trust. Please look at the post quality before paying someone, or hire someone if u can't do it.

I would like to give my thoughts on your question.
IMO, Manager maybe is depending on your post history, he is just maybe viewing your posts and checking it if the post were one liner, and if he sees
only one line he will definitely decline it.
