It's means you are lying when you said you unable to trade in the past 2 months. You created your account on or after Aug 1st.

I think Bittrex Rules and Regulations have changed or you can try to submit a ticket or contact their support because a friend of mine who was an old account was able to withdraw and he said he just emailed the support and made him withdraw 3btc per day. He too was unverified and has 2fa on his account.

That TOS already quite old. Just do some basic verification and you should be fine.

In my country, the regulations are unknown for now, hence I don't wanna play around with it until it's clear hence I prefered to use bittrex without verification.

I don't usually shout and scream "Scam!" at servcies without seeing proofs, but in this case they fucked me over so I warn others.
