Even though some people might fight a) spammers and b) scammers the same time, you have to distinguish between those two groups/tasks.
It's not the job of the trust system to fight spam, hence default trust has nothing to do with spam fighting.

Spammers dont get red flags but they get called out. Sig camp owners are forced to amend their rules even their pay.

Nah hes not being greedy hes just trying to get paid. The rate is a bit high but hes looking at it like a campaign would have to pay those users 100% and they could pay him less if they agree his service and what he says about said spammers is correct.

It's not what the trust system was designed for, it's not how people are supposed to use the trust system, hence no-one does it.
There's anyhow better ways to get rid of spam, either via directly reporting a post to moderators (the report function), or via making a more detailed report in PM/in one of the many meta threads designated to different kind of spammers.

The best thing is that try to be hired for a signature campaign and after seeing your campaign management all of those will hire you for the campaign management who like your management. Nowadays I don't think anyone will hire two managers for a campaign.

I don't think signature campaigns owners will give a shot on this one, it is very hard to use a system just to identify spam post because there are post that are looking constructive but with no substance when you try to read it.
