Made 2 payments to two different paypal but he refunded because there is a "21 days waiting day". Paid to the third Paypal and didn't give me anything and left.

i am NOT ENDORSING the deal, but I did in fact half-deal with this user. I sent the payment to two different PayPal's, and both times due to payment type issues, he refunded both payments.
That's $86 worth of PayPal, not a single dime received on my end, and he 100% refunded it. In my opinion, if he was a scammer we would've ran with it.
But like I said, I didn't complete a deal with this user so I could be wrong, but from my experience A-OK
