I spoke again to PayPal today, and they told me that whilst I cannot open a dispute against this guy (because it was paid by Gift), I can (and they recommended this to me) do a chargeback via my VISA card, stating "items not received", and VISA will clawback the money from PayPal, who in turn will clawback the money from this scammer...
I will do that tomorrow...and with any luck, it might even result in a block on his PayPal account! Here's hoping it does

Id love to, but I (unfortunately) sent it as a PayPal Gift...Just trying to be helpful and avoid him getting hit by fees, but it backfired on me because PayPal Gift payments cannot be disputed!!!
