Still if Cross publicizing is against the rule , the seller do not have anything , he is just lying.
I can't show you proof (Confidential) But he did tried to sell me a hacked account , though i returned it to it's original user and i got a good friend in return

Real seller? So that account was getting sold. How do you know that this guy did not buy account from the real seller and then sold it off to you? Maybe the real seller made a fake claim and got his account back.

If he refused to use an escrow from the beginning it is normal that he is not a legit seller, in this case you should not continue the trade.
