I'd get a vouch just to test and confirm. I'm curious to find out if there's a catch to this, sounds like a good deal. Not impossible but really tempting.

That's too cheap. Windows VPS only 3$/month is impossible.
Possible, once I bought a Windows Server 2008 VPS for $2.3 (Google Cloud, 30 days, warranted).
