That is way to high. If I use my paypal I have supplier that is only charging me 3-4% but I've been long time customer for years and he never have to worry about me making chargebacks.

Real question is, how can he trust you? He's the one accepting PayPal.
But you could always use an escrow where the escrow doesn't touch the PayPal funds.
