If someone with a signature campaign would have posted that, the post would have been most likely deleted and 3-4 people would have jumped telling him to not post shit but because you are not wearing a signature seems like you can post any crap you want.
He is constantly trolling the forum and quoting a staff member as a reason to delete a forum section and then locking the thread. I don't think he even is interested in that section being deleted and hence he needs to stop or else get banned.

I personally think the admins and mods are doing a darn good job. They're keeping scamming down to a minimum, and not straight away banning people who talk trash.

It's not dictatorship, Foxpup is right actually, everyone's freedom ends when you enter a group or forum with rules. It's either you go with the rules or go against it and suffer the consequences.
Fwdxwlsh is not the only one who does that in this forum, there's more of them out there the only difference is his claims is not controversial sometimes doesn't make sense at all. Give him a chance to post and vent out whatever he is fighting for and if he notice that no one is taking him seriously he would stop and change his ways. To summarize "ignore"

That user is seeking too much attention even boldly calling out staff and mods of this forum saying this forum should be like this and like that and also claiming he is just trying to help the community but he's actually just complaining and arrogantly commenting on every thread trying to show how "highly constructive his posts are". He also suggests banning spammers and limiting of posts per day but he's posting too much. Why ban him, let him get every attention he can get that way he'll get enough and leave this forum.

I can see either side on this. My biggest thing is I don't like ignore as I miss things (yes sometimes they are 100 percent stupid) but I feel I don't have whole story if I ignore. But sometimes it works great.
My biggest thing was the huge font and bold. It was just to stick out, and mods had to fix it. As long as he does not do that again... then he can have opinions whether I agree with them or not. Although I will not cry if one day the mod's get tired of him. But that is far above my pay level.
