There are many methods like detecting IPs, browser information, using the user's browser cache, email addresses, and ...
It is not difficult to detect users with multiple accounts.

I am curious about it too on how your site is looking for users that is creating multiple accounts and how did you know that they are related to each other. If you are having problems with users abusing your faucet, I think it is much better to remove that faucet. I think it also happened to other gambling site and their solution is to remove it.
