I had mentioned that I will not be winning this contest, but anyone can enter, and that includes me.
So, if my designs get chosen to 'win', nonetheless I will not win the prize, but that will go to the next best design.

I thought when we post, the time is put into the post? bitcointalk time, whatever that is, that is what I was thinking. I think you are saying I need to be more specific about the end time of the contest? This might be one of my weak areas, I may not quite understand the different times zones and stuff, but if you have info to enlighten me, please pm me to let me know. Thank you

After some considerations, I now realize that I will need some more time after the end of the contest(may 14), to consider all the entries, so I make a little adjustment to this.

When Do Winners/entrants get Paid?
I will announce all the winners when I have made final decisions, likely may 15-18, 2015. I will need some time to consider the late entrants. The announcement will be in this thread.
I will do my best to make sure everyone is paid by may 18th at the latest.
Hopefully you understand that I need a little time to consider all the entries, and it allows me a little time to consider the late entries more.

Making certain all entrants are paid is a high priority of mine.

Bitcointalk time is not a universal time. My noon is different than yours. You should state what time zone or go based off of GMT (greenwich mean time).

To make it easier, just select New York City's time zone. Most everyone know's NYC's time zone, being the financial center of the world and all. 12 noon, NYC time zone.
