I have a friend at the olympics at the moment. Some Russian guy told him that half ot the money supposed to be spent waas stolen through blown up construction prices and poor quality.

Yes, I am American.  There is no doubt the Olympics have had some funny fails so far, but I wouldn't be surprised if they happened at every Olympics (including Atlanta not too long ago).  I wasn't by any means trying to rag on Russia in general, just the failure to be prepared for a $50+ billion Olympic event that had 7 years to be made.
