I am really not sure why the OP would want to accept paypal for this. Especially amounts under the face value of the card. There are very few places that will accept paypal but not a (prepaid) credit card. Since we are on bitcointalk maybe you should make an offer in terms of bitcoin?

Full disclosure: I bought this visa gift card and tried to use it with paypal. Apparently Paypal has blacklisted certain visa gift cards, and I didn't know this. The payment initially went through, but the next day paypal froze the funds and eventually reversed the transaction. Since I can't use this gift card for what I originally intended, I'm selling it. You can use this visa gift card at most places in the USA that accept Visa, but not with Paypal.
