There won't be any real solution. First of all, there can be people that are not able to work due to illness. Secondly, there are always lazy people. Also, there are alcoholics and drug addicted that can't work properly due to their bad habits. All we can do is to improve laws and policies and it depends only on government.

For me, I don't think that there is no one capable of solving poverty. As long we divided by nation, race, religion and status in life poverty will not be solve. People are fragile and can be easily tempted by greed and has the potential to be corrupted as well. The only solution I can think of is to extinct human race and start over again from the scratch.
