Vitalik Buterin's project is so well known that it is enough for him to inform his supporters through his Twitter. I like many others believe that the reputation of his project was ruined by scammers with their ICO. But I do not think that Vitalik Buterin and his team will stop improving the Ethereum network.

Pumps and dumps are basic stuffs in crypto, even with bitcoin. So I don't think it is appropriate to call ETH as a scam because it get pumped and dumped over its history. Even with bitcoin, investors have to choose and make right decisions to enter and get out to earn profits. Huh
lol why? ETH is a pump and dump coin and all you needed to make profit from it was to participate in it during the pump and exit before the dump began to make the same amount of profit if not even bigger one!
There is no forum, no channels, like Steemit, Reddit that can replace bitcointalk forum as the biggest place to discuss about crypto, not only about bitcoin.

Most discussions has already moved to reddit.  Reddit has killed off most online forums and brought all discussion to its platform.

as for reddit, i disagree. reddit is worse than this place specially when it comes to technical discussions. it is mainly used for hyping things up.

Regarding Ann thread spams, some projects have bounties which require user to comment on projects Ann thread. So there is that reason for spam.

ETH is a scam; it's almost as it was intentionally made to be as bad as they were capable of making it. Roll Eyes We don't need semi-experts like Vitalik Buterin, we need people like Pieter Wuille.

ETH is an unsustainable blockchain that is horribly suited for it's main use case and heavily overvalued, but it is not a scam.  The "semi-experts" like Vitalik Buterin are also the innovators that are bringing waves of adoption to cryptocurrencies by building things utilizing blockchain technology.  I would argue they are exactly what "we" need while those who create no value and try to diminish others building real blockchain projects can't be shown the door out of this community quickly enough.

When you create thread, you have option to make it self-moderated which gives you ability to control posts in your topic but to my mind that's not always fair. On another hand it's not your duty to check every thread of your, read all comments and overally take care of spam posts.
Also to be fair it's very boring when everytime there are topics created about low posts quality, this isn't forum with 2-3 member, there are a lot of people. There are things that you can't prevent like crime in real life and shitposting on forums.

Something came into my mind reading your post...
I know that auto lock is evil, but:
what about auto locking the topic if the OP don't visit the forum for e.g. 6 months? (3 months, 1 month, etc...)
If OP don't show up, that means that the topic has served it's purpose, so it's lockable.
I know that there are some megathreads with a lot of information in it, but the information won't vanish if the topic is locked. Everyone can open a similar topic, if needed to continue the discussion.

Or, OP's should 'keep alive' their topics, they should click on a button (only visible for the OP) periodically, not to let it auto locked after a month or so.
This would solve the problem of the OPs who open a meaningless topic just to increase the post count and let the topic become a spam megathread, because other spammers are happy to post in a meaningless topic, especially in the off-topic section. I know that this is not the perfect solution, but could limit spammers a bit.

even if Theymos added a dozen new moderators, those spammers would quickly figure out a way to keep doing what they're doing.
They will not get anything beneficial from their hard work to spam the forum, if theymos adds more strict rules, and adjust the rank system with new rules on rank demotion. It will be cool if spammers can do their jobs (spamming, they can spam anything they want, but other users can report their spam to mod, and get report badges, maybe), but eventually they won't get any return due to merit system and rank demotion. The more spam posts they made, the longer period they spam the forum, the higher probability they will get demoted by rank system.
By now, spammers can not rank up, even from Newbies to Junior members, because they ruined their sendable merits on their earlier perma banned accounts (or nuked). Now, they have to beg for merits, earn merits from others to get at least a single merit to move up to Junior Member rank, but it seems that they have mostly stucked.

So what other solution do you offer other than the report button.
He's not offering any other solution--and reporting spam posts to the mods is the only action concerned members can take.  But there's so much spam in the ANN section that even if Theymos added a dozen new moderators, those spammers would quickly figure out a way to keep doing what they're doing. 

Most of the content in the altcoin sections is crap anyway.  I think if developers had a legitimate project that they were looking for investors for, they wouldn't (and shouldn't) pick bitcointalk as their method for promoting it.  I've long suspected that most of the ANNs are for scammy projects by fake devs who've played this game before.  Therefore, I lost interest in reporting all of those "great project" posts which are most likely paid for by the project developers.  I hate to even call them developers, because the more accurate term is "scammers".

It easy to sneak around with your projects. They can come back to this forum but definitely it wont happen. They can go back to the forum.but not the account they used to log in here. Possibly they're still here and just creating more altcoins project doing ICO. Who knows?

It should be, well, we have tons of threads here that is still open, even though the thread starter is long gone. I have reported some of those in our local sections a while ago.

Not that I don't recognize Buttercup's knowledge but he made use of this forum to attract attention and then he was gone, the forum was too small for him, he needed more than a simple thread he needed an entire forum one for him alone.

It happens with all alts that gain a bit of fame.

That would hurt the forum even more, there are people who still like those coins and still interested in them even if the author has been gone from here for years. They might be overwhelmed by spammers but locking the topics is not something I would like to see.
Maybe put a few of them that are about real projects not shitcoins in some sort of moderated topics but run by the forum mods not by some fan that can't tolerate criticism.

Before a while someone was asked how to arrange the topics in that board, I do not remember what happened in that topic but if you find a better way to rearrange these ANN topics on the first pages, this problem will be resolved.

Setting restrictions against those posts "Especially from newbies" would have catastrophic historical consequences.

I do not think they will come back. Any noob can hurl a personal insult to Vitalik as a creator of "Shit Coin".
Very few might be knowing that Vitalik was a bitcoin developer.
Another old one left the forum for his non bitcoin project.

I do not know why  developer who were developing the alt coin after getting famous just leave this forum. Might be "freedom of speech" in this forum is too much for them to handle.

@OP, These ANN thread are meaningless  because these coin have their own forum and boards to discuss the things.

It is obviously that those topics should be better managed or controlled by topics' authors. Unfortunately, some good altcoins have their ANN topics have not been controlled by OPs, whom might leave the forum, or very inactively recent months.
Report button plays its helpful function, but I thought that we should have additional effective solutions for that.
So what other solution do you offer other than the report button.

Most of the Topic authors don't really care about managing the threads they started here when they launched off as most of these top altcoins also decided to launch their own forums. So unfortunately their energies have been diverted to their different forums.
