What if all USA customers win? Does that mean they will get all get a slight refund? Because if the VAT price is built into the auction price, and there is actually no VAT charged that means the customers are over paying?

How can you overpay in an auction that you yourself bid a certain amount for? Take $20 off your bid if you believe this is a problem.
