Based on following auction rule:
“When you post a bid, the bids in your previous posts are considered to be automatically canceled. You can put multiple bids in one post, however.”
The 0.13 from ramelius should therefor replace his previous bid of 0.127.
Teegumes list should therefor be the correct one:

The only questionable part of the auction terms would have been if this ended at 20:00:00 UTC or 20:00:59 UTC but this did not play a factor in the bidding.

Would also make sense to me, as they don’t mention anything about an actual EXTENSION beyond 20:00UTC. I quote:
