of course he can still invest,he is not limited to ICO investment. Just that ICO is better when the value is cheap but in some cases the value might slide below ico price. In such case the confidence in such project can only make one invest.
The good thing about this is we can choose what we want between utility token or dividen token. I would rather exchange my token to divodend token for very long term investment and small ammount for utilities token for getting a features on the platform.
