lost the rest of my coins and contacted Live Support about my pending withdrawal,it has been resolved and then I tried to claim faucet...

I think only their support team can help you to answer this question because they are allowing 20 claims in a day but if you didn't use up those 20 claims then either your IP is shared between few people or they go some bugs in their system. You can get a correct answer only from their support team.

I got "Faucet claim not allowed" message,although I'm sure I haven't been using it much today
and I withdrew just some time before....

Just as simple as that thing, and make sure that it is global jackpot not some mini jackpot. I think it is pretty easy for them to code this jackpot and apply it to every single game that they have

Every game gets its results from the same RNG, it wouldn't be hard to make a jackpot that is just based off of the numbers generated instead of the outcome of the game.

RNG wouldn't necessarily be the issue, but coming up with an idea which unifies all games to have an outcome which can create proposed jackpot. There's really 4 types of games, cards, tiles, dice & plinko. Maybe each of these could have their own individual jackpot I was thinking.

it is easy to make a universal aka global jackpot
you just take a set % of every bet and add it to the global jackpot count,lets say 1% of HE for every bet,rounded
that would put additional load on the servers,though
the bigger problem would be how to determine the global jackpot winners,there would be different set of rules for each and every game
so it is easier and better to introduce separate jackpots for every game
or to create a "wondering" jackpot to promote games that are less popular at the moment
the options are limitless
