This newbieposting keeps quite alot of simple spambots away. More sophisticated can still get over it, but those are usually used to something much bigger than simple forum spamming.
BTC-e needs something like this to keep the trollbox clean.
They do. You have to wait for some time before you can post. New accounts are not allowed to post in the Trollbox™.

Look up your time online (er, just for fun!) at your Profile then Stats, tells you hold long you have been online on the forum. 4 hours needed i think to be able to post... (plus a few posts in the newbie forum)
