Ideally, you should use something very high proof. Everclear ( https://en.wikipedia.org/wiki/Everclear_(alcohol) ) is 190 proof. I think a high proof alcohol would be the best way to maximize the effects of the Absinthe. You can also add 1/3 cup sugar I read.....
I believe the 100proof vodka would suffice at the bare minimum. I'm going to let it sit for a month in the 100 proof and I plan to do a month in the everclear as well.
Perhaps Prozak has better/more information. Nothing I've said i can verify myself though.... Time will tell.

EDIT: Drank two glasses tonight after about 24hours of mixing it(I know it's early... I couldn't wait), and it is really good. Strong anise flavor, even when prepared in the traditional manner with water and a sugar cube, and it produces a very relaxed feeling. Pretty good stuff. Kudos to Prozak for supplying this around the world.
