As a rule i prefer investing in icos only after i have conducted some research on it and the team as well as when they have something tangible(real world product/service to show.
I also prefer NEO icos as i feel that ico's on it have a better track record. There's also far less ico clutter on it (you have 5-15 ico campaigns currently ongoing as opposedto 1000's on ether this makes picking projects far easier), while NEO generally requires a much larger investment in creating a token (roughly 500 gas or about 12k-18k as opposed to less than 100$ on ether) which allows for more quality and legitimate projects.
