Telegram raised 1.7 billion dollars in it's private sale and according to some investors, it's going on market at the end of October this year. Every telegram app would act like a wallet for the token so it would already have millions of users and with the promises of anonymity, TON could be the next coin for transactions.

Facebook have had many troubles for launching Libra with governments and that's why they have suspended releasing their coin. United States government has not allowed Facebook to release their cryptocurrency. I expect Telegram to have such troubles too. Governments don't like popular platforms like Telegram and Facebook play role in payment systems. Because the fame of such platforms can attract many people.
Therefore, Telegram is working on the project silently and they don't announce any thing about development of their project.

I aggree with you. Many people say about this. And no one official statement shared by Telegram team on media or even on social media. Be careful for members want to buy this coins. A blockchain that was popular from the start
TON project is a decentralized application and messaging platform developed by open source messenger Telegram’s team. The blockchain is planned to be integrated into the messaging app used by over 200 million people.

This will be indeed a great deal for Telegram as they already have a great community of 200 million people globally and this will give them an edge over other projects that still battle wiht massive adoption. They only have to worry about sensitizing people on "how to" of the user's interface. we look towards the unveiling of this great innovation by the TON network.

Any way, nothing has officially announced by Telegram team.
It's just a claim by an anonymous investor. We don't know even who is this investor. Till now we have heard many fake news and I don't believe this until Telegram announce it officially. If the news is real, Telegram will announce it. Cannot trust an unknown person.
