But the point still stands and you've realized it also, we don't need another Russian global moderator, what we might need is another global moderator, be it Croatian, Polish or Chinese if the current ones are overwhelmed with work.
Rephrase it like that and you will gain support, ask for a special moderator dedicated to your board..you saw the reactions.

No, as i see it now (in view of situation with RegulusHr) it's more like a problem with our dear admins. Whole local community asking for unban, but let's ignore them. Are admins really think that a whole community (from different boards) will support shady spammer?

Unban request was supported by whole russian community (and some english guys), i had bumped topic during two month (with other russian trusted members) and it resulted in NOTHING. Not, really, nothing happened.

I understand, that admins like theymos and Cyrus are busy enough (because i see results of their work) and global mods like Hilary or mrep are busy too. But, in that case we need MORE global mods.

I agree that Russian board probably need more merit sources. About moderation, everything isn't so simple as you may wish. I have nothing against your suggestion, but if theymos don't see anyone who can become global mod right now or don't see enough demand for, we can't do nothing about it.

I don't know Ukrainian, and Russian languages, but based on very close relationship and history of Russia and Ukraine, I think those two languages are almost the same. Or at least Russian can understand what Ukrainian say or write.
I also didn't knew that mods of Russian board is from Ukraine. I understand Russian language well and know a bit of Ukrainian and I can say that these aren't that similar as you can imagine. Majority of Ukrainians knows Russian language perfectly, but most of Russians don't understand Ukrainian language. But that's not case here, both mods of Russian board knows that language perfectly - there is no doubt about it.

But the only way to have unban appeals in the forum is to submit your appeal in the Meta section, I don't know why the Russian board needs a special exemption to this just because their activity is only within the board. Still ban appeals work on why you think they deserved to be unban and the rest of the community can support or oppose the appeal itself. The way I see it is having a russian admin won't speed up the process since nothing significant won't happen with it.

You should know that bitcointalk.org have very complicate moderation system.
Local moderators (xandry, Xal0lex) is very adequate but they have no right to ban/unban users. This is main problem when we deal with trolls and spammers or vice versa: when an useful user is auto-banned.
I do not think it's so complicated as you claim, it's just basically the delineation of duties, there are different moderators and their duty on the forum varies, it's not within the power of local moderators to ban and unban users, since that really is a complicated issue and rightly so should be handled by a few(Global mods and administrators).

You might have the best interests of the Russian board at heart but this doesn't sound like the right way to go about it. Instead of attacking the admins bring up actual problems that would be solved by having a Russian-speaking global mod and can't be solved currently. korner's spam seems like a good example, it was going on for a long time. Not sure about unbanning. At least a couple of Russian users got unbanned by hilarious so you might want to double-check with him what he thinks about markiz73. Perhaps some sort of referral/vouch from both Russian mods could help to get markiz73 unbanned if the language barrier is the only problem.

As I said earlier: there are no complaints about the section moderators. Most Ukrainians speak Russian as their mother tongue.

No, they don't. Not more than english people understand hindi (India was Britain colony, in fact, the same with Ukraine/russia)
But every ukrainian understand russian language very well.

As you well know, in our Russian-language section there are two respected and very adequate moderators but there is no administrators (who understand Russian). Therefore, all administrative issues such as "ban" and "unban", Russian-speaking users are forced to solve through English-speaking administrators.
I am assuming they speak english well enough to converse with and make an accurate case for anyone with the ability to Ban individuals. That's really all that is necessary until theymos either sees the need to add a global moderator or another Admin who is fluent in certain local boards. That may be a shallow pool of users and is not likely power he would chose to dole out to anyone just because they are the best of what's available at the moment.

That's the same for all moderators apart from global mods from what I understand.

I don't think there is any local board that has a global moderator specifically assigned to it, might be wrong but as far as I can see they are all labeled as staff ...except for the Romanian board where Cyrus is in charge.

Ukrainians as far as I know understands and speaks Russian. Their language are somehow derive from each other, slightly different but almost understandable by both. If Xandry is a Ukrainian then I guess he does understand Russian language, it may not be all. It make sense hiring him being the mod in the section.

According the very basic rule to be a moderator, one must have to report more and more spam posts, which probably Russian people didn't have.

My dear friend, if you don't know situation, don't do any judgements, ok?
For example, korner has, i think, around 1000 reports and few ban requests. But only after his attack on Archive, he got banned.

And for now, we,ve got few "new" faces (alts of korner) and many old trolls.

chimk is meriting good posts actively if I'm not wrong. I don't think it's a big issue. At least be happy that some of the people don have their own board, as a result missing the chance of getting merit as well.
I support AlexSr merit source application. Hopefully soon theymos will look into it.

As you well know, in our Russian-language section there are two respected and very adequate moderators but there is no administrators (who understand Russian). Therefore, all administrative issues such as "ban" and "unban", Russian-speaking users are forced to solve through English-speaking administrators.
This state of affairs leads to the fact that our Russian section regularly undergoes attacks from spammers and trolls, whose blocking issue is resolved for months... For example, a request for a ban for a user korner hung in the air for at least six months and would have hung further if the user had not lost caution by clogging up the [urlhttps://bitcointalk.org/index.php?board=59.0]archive [/url]with spam and finally drawing on the attention of local celestials.
On the other hand, the user markiz73 was automatically caught on some ancient plagiarism and banned for life. The user was an active participant in the discussions in the Russian section and helped many there, so almost all the active participants in the Russian section of the forum spoke for the user, but the topic with the request hung in the air indefinitely...
On the third hand, in the Russian section there is actually only one active meritsource, the activity of the others is near the statistical error. Correspondingly, in the Russian section of the forum on decentralization, we see a fully centralized distribution of merit, although the request for obtaining maritsors rights from another Russian user, designed according to all the rules, has been hanging for more than a year and will probably hang further until the new coming of satoshi
