Should read about it if you like stablecoins and you like ETH and you like alts. It's getting extremely popular now because of the way people can stake against it. They also have good DAO concepts which USDT doesn't have by the way. A lot of corporations are already backing it, I have no clue about whether or not they can do it properly but from what it looks like it'll be very popular by next year.
I like ETH but I'm not into stable coins but I see that there's too much attention that's going in for these kind of altcoins. I'm starting to learn more about them because I'm just looking to the most popular stable coins.

this two exchanger has high fees , i have requested a website with low or lowest fees
but there is no cex(centralized exchange such as binance, bittrext, coinbase) that will allow you to do the trade without doing the kyc. if you think the fees on those exchanges are high, then you should pick a cex that has a lower fee but you need to do the kyc.
there are only two options,
1. pick the dex but has a higher fee
2. pick the cex but needs to do the kyc

if you have much, you shouldn't only consider lowest fee, but also consider liquidity
it is very needed to avoid low rate selling. in liquidity, choose CEX which have high volume is the good one
but, almost of CEX needs KYC verivication.

Binance is one of the better exchanges out there that still don't require KYC.

If you are looking for an instant exchanger however there's really a severe lack of good services available right now in this climate where regulators are cracking down heavily. You could potentially look at both Changelly and Changenow as options, but honestly, they're quite shady in their own rights.

But if you are going with small amounts, it shouldn't be that much of an issue anyhow.

for dai maybe you can exchange it there (kucoin) the exchange is still reliable and I have never experienced a problem, but for sai I see the list of exchanges at coinmarketcap never use this exchanges, so sorry can't suggest anything

Im using kucoin right now the fees looks so cheap.
You can get maker easily from there and that exchange site never has any problems with the users and all of the systems is perfect. If you are still feeling doubt with some dexs that already suggested by a few members and kucoin is the right answer for you.

Seems like Hitbtc have the trading pair you are looking for but I won't really suggest that exchange because it has lot of unresolved scam accusation.Better convert using other trading pair then goes into coinbase which is more trusted compared to others.
Just because it has got unsolved scam issues it can't be mentioned as a reason for avoid using it for the trading needs. I've been using Hitbtc for a long, and now using through the beta version of their application. I haven't encountered any problem using them. Also it has got large number of trading pairs. Sometimes the trade takes time for execution which is purely based on the liquidity. If you can do KYC then it can be used.

Dex = Decentralized Exchange.

Went you can control all of your assets from the fund and transaction since it's a decentralized exchange you can do a transaction without doing a verification (KYC). Also you can control the transaction fee by your self, being a taker will always get fee i suggest you to be a maker instance a taker.

One of example decentralized exchange: IDAX or Bancor Network.

It can be an alternative, you should try it. Since you control all of your funds by connecting the wallet just make sure you know what are you doing.

it is a dex, you need to connect the wallet in order to process the transaction. unless you are using a cex, but these days there is no exchange that allows you to make a transaction or withdraw your money without conducting the kyc.
