Its not martingale its basically exactly like he described like a lottery. But since you pick 2 numbers, its like betting at 2% win rate.

Well i think it is possible to win big in short run if you're lucky, but in the long run the house edge will get you. many lucky gamblers have won huge in the short run, i many times had great luck in the short run.
