I would say fortunejack and magicaldice are the fastest from my experience.

PrimeDice is only slow because it is big site with a lot of gamblers and slowness is intended to protect servers.
When you are betting low, PD is rather slow but when you are are a high roller you will se how fast PrimeDice can be.

When using the API with a bot, the bets can be quite fast. One of the fastest dice site I know is dicenow.com. I wouldn't recommend betting too much there as the owner hasn't been online for quite sometime. There isn't any scam accusations against it either.
