Kinesis are currently in the public sale of ITO (Initial Token Offering) with the required minimum investment is 1KVT=$1000. And KVT's are not sold in fractions during the public sale. After the public sale, you can purchase KVT on exchanges and it won't be an issue to buy fractional KVT then.
