I presume you mean the word "small" to be a indicator of the size of their investment. A small capital can be put in bitcoin or can be put in altcoin. In the first case you would have had a profit by now if you bought below 30k USD but if you made the mistake of buying at the high then you have to hold and wait.If you go with the second case, buying altcoins, then I guess the statement make more sense. But honestly, altcoins always get driven by bitcoin price and if that is not rising, dont expect your altcoins to rise.
