Those accounts have already created for shilling purpose only and no more. i have seen that so many times and not only pax pago but a lot of icos have used it to promoting their icos. This is a usual thing in the cryptocurrency at this moment.

There are plenty of promising projects but it is very hard to say which of those, if any, will go up 100x - 1000x. Better approach is to buy  many top quality coins and monitor those.

Personally I hear the first time about that currency. Also, if it has the power to make a difference, it will go forward. Otherwise, there are plenty of money can replace the ETH.

The most promising coin with still a low cap and big potential to grow is Tomochain. Technically Tomo is much better than other coins (Ethereum, NEO, Eos etc.) They have more highest TPS, near-zero transactions fees and EVM-compatible protocols. Looks like this should be another "Ethereum" in near future.
