I ame not clear about this payment. Why they take 2$ from  us?

Is it able to everyone?

Simple Logic,not accurate but hope you get the point

User 1 -> Uses VPN x to access bitcointalk from a particular IP provided by the service.
User 1 -> Creates bots(newbie accounts) to post spam messages from the same VPN/IP.
User 1 -> Gets banned by a forum admin multiple times,IP gets flagged as "spamming bots"
User 2  -> Uses the same VPN service to access bitcointalk.VPN provides them with the same IP used by User 1 (flagged currently)
User 2 ->  Flagged IP gets detected  for previous evil records.To ensure safety,bitcointalk asks to pay some bitcoins as a fine for the mischief done in the past by User 1.Less do they care who is using the service.As long as IP has been flagged,you gotta pay small fine.

afaik it wont always be $2 has how much will be charged will depend on the units of evil accumulated on that ip, and the payment is more like a service to whitelist your evil ip and restore all forum features for you.

No that is just one time payment for ids that are created from known VPS/VPN/Tor IPs. An already registered ID can visit the forum from anywhere and is not required to pay any fees.

Yeah, this is to prevent spammers from IPs that are likely to be abused.

You may be able to get around this via using a different IP but otherwise you will need to pay the fee. It is a non-refundable fee which is to discourage abuse.

They required payment because probably some other users registered to bitcointalk using the same IP that you're in. The payment is just to prevent the spamming of account registrations.

No. Theres no point for them to ask for bitcoins and then refund it afterwards. Like the others said, this is to prevent registration spam due to multiple account registrations from the IP address your VPN is using.

Bitcointalk asks for a small fee from ip's who has been proxybanned to prevent spamming of the forums.
This, you can either pay or rent other non-banned VPS.

This is for the protection of this forum from the spam , when you use Tor to create an account you need to pay this fee.

There is no refund. The proxyban applies to only registrations. If you are creating a new account using an evil IP address (proxy/VPN/Tor exit node) then you have to pay a one-time fee to create that account, non-refundable. After creating an account, it doesn't matter if you are accessing that account through a proxy/VPN/Tor exit node.

This is solely to prevent spammers from creating multiple accounts through IP addresses that already have been used for evil purposes.

I have never heard of this. I use a vpn for unlocking sites I want to visit like Netflix esspecially. I also do it to keep my privacy. I have never ever had a problem with my VPN by any website or game. I have never been told my ip looks suspicious either. What VPN are you using ? Try use a better one maybe.

Any popular VPN is gonna run into trouble when browsing sites who IP ban.
It's more luck at this point trying to use one that wasn't abused in the past, not much to do with the quality of the VPN.
If you're using a public provider, there's not much you can do.
