NO. I don't think it was ignored. Why there is a lack of merits got by some good posts there? It may be caused by these factors:

I am sure that in each of the local sub forums that I mention there are still highly ranked members who have enough sMerit to share on good posts there, just maybe because there are more who don't care about their local sub forums. IMO
Many of those you mentioned do publish useful information, but in fact there is already a special topic where anyone can publish unmerited good posts -
[self-moderated] Report unmerited good posts to Merit Source. Of course, we should first ask @LoyceV if he would be against publishing posts in other languages in his topic.
Yes, I know about the thread, in fact I have reported a good thread there. Only this time I was more inclined to ask for concern about the use in the local sub forum I mentioned above.

Not all high-quality posts get merit points, and it varies depending on where those posts were posted, who can understand them, and who can get it.
It is unfortunate if the user is active in his local sub forum by making a good post but not getting merit.
Of course there are local sub forums in each country so users contribute well.
It's okay to post links to other languages in that topic, and many users have done that. I sometimes (but not often) read them using Google Translate, and others do the same.
