It is unfortunate if the user is active in his local sub forum by making a good post but not getting merit.
Of course there are local sub forums in each country so users contribute well.
I am not denying that there are several merit sources that distribute their sMerit to local users and one of the methods used by merit sources is to use Google Translate to understand the contents of posts made. But for the OP issue, I dont think we can blame those who did not participate in a number of posts that deserve merit there by reason of not understanding the contents of the post and also not having enough time to get quality posts to distribute sMerit.

I think the little mouse has given a little explanation about the conditions he feels in the local board where he is and thus we can assume that the lack of high level member participation there has caused the lack of sMerit distribution. A good solution in my oppinion for this is that there must be active users there who can distribute sMerit on quality posts by sending requests to be a source of merit and also arouse the enthusiasm of other users who still have sMerit to distribute it on quality posts.

Is different as staff?
Cyrus is one of the two admins of the forum. The head admin is theymos. As a hierarchy of the forum staffs, in descending orders of power, we have:
- Admins: theymos, Cyrus.
- Global moderators: mprep, hilariousandco (maybe three, I am not sure).
- Moderators: there are many of them. Out of their local boards where they are in charge as moderators, you will see their titles as Staff. The moderator title only displays in the board they are in charge as moderators.

Maybe the user has tried to understand by staff that someone who is from the same [country/know the local language] of Local board. such as in العربية (Arabic) local board's Moderator is OmegaStarScream, Español (Spanish) local board's Moderator is Welsh etc.

But in ''Bitcoin Forum > Local > Other languages/locations'' Moderator is Cyrus where have many countries local sub-board and maybe Cyrus can not know these all local language. For that maybe the user told like that.

According to @DdmrDdmr merit per post analysis , Other Languages part of the forum indeed gets fewer merits compared to most of the  communities with own local boards (in the last 4 months their average is 0.08 merit per post) but it is up to the users in those topics to make it more active and consequently bring more merit as well. For example, out of all communities there, only 11 made a single post this month, and out of those, only 3 had decent activity- Pakistan, Bangladesh and Serbian(a lot of Serbian members are also active in Croatian board). So i wouldn't call this a problem, especially since we have plenty of merit giveaway threads.

Some of them could maybe get their own local board, and being more organized would probably make it easier for members there getting merit,  but yet again it all comes down to activity.

NO. I don't think it was ignored. Why there is a lack of merits got by some good posts there? It may be caused by these factors:
-
I am sure that in each of the local sub forums that I mention there are still highly ranked members who have enough sMerit to share on good posts there, just maybe because there are more who don't care about their local sub forums.  IMO

Many of those you mentioned do publish useful information, but in fact there is already a special topic where anyone can publish unmerited good posts - [self-moderated] Report unmerited good posts to Merit Source. Of course, we should first ask @LoyceV if he would be against publishing posts in other languages in his topic.
Yes, I know about the thread, in fact I have reported a good thread there.  Only this time I was more inclined to ask for concern about the use in the local sub forum I mentioned above.
And it seems that loyceV has responded that it doesn't matter if it is reported on the thread.

Not all high-quality posts get merit points, and it varies depending on where those posts were posted, who can understand them, and who can get it.
It is unfortunate if the user is active in his local sub forum by making a good post but not getting merit.
Of course there are local sub forums in each country so users contribute well.

It's okay to post links to other languages in that topic, and many users have done that. I sometimes (but not often) read them using Google Translate, and others do the same.
Thank you for the response, to be honest, I look forward to your response regarding this thread, because I think you have a lot of data that you know.

The conclusion that I got was that you allow all good threads to be reported in your thread.

That post is in English, why is it on a local board? Many others posts in that thread are in English too. It looks like the topic is based on their physical location and not the language, but it's not surprising other users don't go there to read it, especially if it's on page 97 already.

Recently I looked at a local sub-forum Other languages/locations that do not have a staff, I was curious about the contents of the sub-forum.  And it turns out there are quite good posts there but I don't understand the contents of those posts unless I use "google translate" and what I see users who make good posts don't get much merit.

The problem with the local posts section is that they are viewed by the small community and also most of the posts are in the local language which most of the other persons will not understand. It is the responsibility of the locals to give merits to their local community but most of the times they are ignored specifically for those countries who does not have specific local section and fall in Other languages/locations

I remember I had shared about DTalk's post in the LoyceV thread. I did not check later if he had got enough merit on his posts. He had some good post on our local thread.
In our local, very few people share merit. High rank users are not active there. Thread creator is not active also. Some users post good quality but no merit for them. I visit sometimes and try to share if I have smerit.
It is not possible for other language people to evaluate the post quality and as a result if any local does not have merit source, high quality post do not get enough merit.

In our local, it is very important to create quality post because most of the members are misleaded by wrong information. People not having good English skill have to read article from our local source which are misleaded too. That's why I think it is important for our local to generate some good quality post but because of lack of proper encourage or interest from less users, not a lot of people post.

If the person who creates these posts feels that he does not get enough Merits, refer to all posts about those topics, or to create a topic yo Merit sources and he will get enough Merits.

Also, let him try to earn Merits in other languages and distribute them in those boards.

Report self-made post or post with any language is allowed there, but don't expect too much since there aren't many source who're willing to use Google Translate (if they don't understand the language) or bother see self-made post

NO. I don't think it was ignored. Why there is a lack of merits got by some good posts there? It may be caused by these factors:
- There are no merits sources or only a few merit sources there.
- It has specific languages, so not all people who have sMerit understand the content (what they write).
- Most people only focus on their local languages, so those subforums don't get help from others.
- It's hard to find out (check) the good quality posts there because they might be stacked up with other posts.
