I dont understand what YOU dont understand. You basically are saying that 80% of people didnt vote so the chain shouldnt fork because too few people voted. Pools held a vote, pro fork option won so they decided to change their stance to pro fork. You are expecting pools, or anyone else, to take a decision based on the fact that they didnt vote ? People voted yes, so pools followed that vote. If these people that didnt vote went silent on purpose, that means they want the default non updated dao chain right ? If this is the case, why isnt there a dominant 80% chain with 80% hashrate ? No one is forcing miners to stay on a pool if it decides to follow a decision or another, they can move on a pool that doesnt support the fork, or create one. Or solo mine. They knew for a long time that and had time to adjust, but they didnt, which means they simply didn't care and wanted to follow any decision that would be made.
As i said, you are stupid. You may think ethereum is bitcoin where pools equals chinese mining farms, controled by single entities. Not the case here, pools like dwarfpool are made of thousands of miners (16k+ workers on dwarfpool atm).

But who decides what's the quorum or if there should be one at all ? You, btctalk troll ? If you dont vote you go with the flow, simple as that, that's how things work. If there are no written rules about a quorum, it doesn't exist, simple as that.
As stupid as you are, you probably don't realise no one is forcing the hardfork down those that didn't vote throat. They are free to continue mining on the older chain. So the chain could split in 19% hash pro fork, 1% anti fork and 80% default chain. What stopped them? Are you smart enought to figure it out ? Devs said they'll continue with the winning chain, so why these 80% that didnt vote don't have their own dominant chain ?
I'll tell you why, im sure you cannot figure out by yourself. They simply follow others, support what others support, and most likely are anti fork miners who dont care about voting.

What are you talking about? The default chain is the current non-forking one. Whatever the devs said, if all pools follow the hard fork after this voting show, their forking chain gonna win. Simple as fuck.

Ever heard of quorum, you shithead? If there ain't enough votes cast towards a proposal, it gets dismissed even if all voted positive. All these hard fork polls had turnout of maybe 20%. Yet for some arcane reason they think those remaining 80% are fine with the hard fork because they didn't vote negative. However all these polls are a joke. They will hard fork no matter what.

If you dont vote you cant help to make changes. Voting is a right and if its given to you you should execute that right and vote your your favorite, nominee, choice, decisions ect.

That's bullshit 80%+ voted positive. They counted all those who didn't vote as yes for some reason. Should be opposite (status quo). Here are voting results from Dwarfpool:
