Is this still possible
Here my country there was a local group or community that buying bitcoin . But there must be a ration either 1:1 or 1:2 it depends on the buyer. In their you  can meetup people therefore theres a lower chance that you might be scamed. Or you may trade for someone in the internet but i think it has a high risk of trading. Because you may not now each other you may be scammed.

If you're talking about a very small amount, it would be wise to just keep it to yourself and try to acumulate more. If you try to sell it to other people or simply withdraw, the fees may just eat up whatever's left with that small amount of yours.

Is this still possible
Yes this is possible , I know that at the exchange sites there exists a option for the minimum trade amount and also in.the current time with the very low amount trade we will face loss only because for the single transaction we needed 1 to3 $ for the transaction to confirm .
So it will be more better to find a local trader in your locality  , I will recommend you a trusted trader to make conversation at the exchange site and caught him at social media and make direct deals for small  amount .( But still there exists some risk  because of trusty or not that person ) .
If you are From India then I can help you to make buy Bitcoin at of minimum value 500INR  ( simply pm me to get me at WhatsApp )

It really depends on how small of an amount your talking about here. You have to also think of whether it is worth meeting up with someone in person or withdrawing from ATM. Fees are quite high.

What is the easiest and gives highest price out of  all these for selling?  Checked and found some ATMs have limits
of $3000 and  3.5% selling fee. ATM may be the easiest option but at lowest value for bitcoins.

Yeah Local Bitcoin is a good option. Or find a Bitcoin ATM close to you, but do check the spread and tx fees.

Another way is if there's someone you know in person that may be interested. Promote Bitcoin to friends and family, someone may want to get involved.

Go to a local Bitcoin meetup or event and mae friends with like minded people.

When you have a few Bitcoin and Crypto fans as friends there's always someone who'd buy a few BTC.

+ you get to socialize and learn new things.

Find someone on Localbitcoins to trade with face to face
I think this is your best bet. This website is designed to do just that.
There are also bitcoin ATM's but fee's are huge.

Where are you from and how small is the amount of BTC you are trying to sell?

Try BitQuick and see if they are accept your bank (https://bitquick.co/).
They offer you 0% fees for selling your Bitcoin and have a low minimum amount for most sellers.

Find someone on Localbitcoins to trade with face to face (depends how small the amount is, some people just won't bother) or use a bitcoin ATM (If you have one available in your country): https://coinatmradar.com/ another solution would be to make a bitcoin debit card, load it, head to an ATM.
