I think it's good thing that mods lock topics if authors of it aren't doing it themselves. In boards like Gambling Discussion, Bitcoin discussion, Speculation and etc topics turn into spam megathreads very fast. Users start repeat what was already said without adding anything new and they're just milking their signature campaigns in this way. Like your topic, it's already 21 pages long, do you think that productive discussion still can continue after so many posts? I doubt about it.
And no, I don't think that forum have to give option to OP to make last post before locking thread.

Can the forum provide an option to the OP of posting the last post before the Post will be locked? For example OP getting the PM by Forum saying something like "Your Post [PostName] will be locked in 24 hours so write if you've anything to say"
Moderators do not just lock a thread, it is done in a way nobody will be able to complain about the locked thread, there are many threads that are later full of low quality posts but not locked by the moderators, only few are locked, and if you have any good reason for the moderator to open the thread, you can create a thread about the good reason on meta board, if the reason is seen reasonable, I think it would be unlocked for you, but I am still wondering how such a long thread will be unlocked. As suggested by hugeblack, if you do not want your thread to be locked this way, you can create a self-moderated thread.

After reading most of the replies and the post of Mod on the link shared by Charles-Tim I think it's best if Topics are locked by Global Mods whose OP is not active on the thread.

Can the forum provide an option to the OP of posting the last post before the Post will be locked? For example OP getting the PM by Forum saying something like "Your Post [PostName] will be locked in 24 hours so write if you've anything to say"

Are all topics locked by admins unable to be reopened by the user? I guess I remember having a topic that was locked by the administrator and  I reopened it but I'm not sure. Huh
I think no, webtricks ask a related question some months ago, one of the forum staffs replied that it is not possibe.

If moderator/admin locks the topic, can the creator of the topic unlock it again?

After the moderator or administrator closes the topic, the creator of the topic can not unlock it. If the creator tries to unlock the topic, he will receive a message:

I believe the answer is yes. Although so far none of the topics I created have been locked by moderators but users will lose access to unlock topics if moderators have locked them. If the topic owner can reopen topics locked by moderators due to a lot of spam, then the moderator's actions at that time are useless. I believe the moderator's action when locking the topic is a well-considered final decision. Maybe for a different case the OP can make a request to the moderator to reopen the topic if something needs updating, but in most cases the locked topic is a topic full of spam so it's impossible to reopen.

IIRC, I've read somewhere that they have both soft (can be unlocked by the OP) and hard (cannot be unlocked by the OP) locks.

The former is more of a gentle reminder, and the latter is used when the user still persists on re-opening despite being told not to.

In general and in order not to lock your topic, it is better to be self-modulated to ensure that spamming does not occur. I don't visit the gambling section so I'm not sure if it's possible to create these topics or not.

A bit contradictory the title with what you say later:

"This was locked by an administrator. You cannot unlock it."

I noticed a few locked threads a some days ago. They were probably reported or the mods decided to clean them up. If you think you left out something important to say, you can try to open another thread (like "Gambling exposed to Children II"), but if it doesn't add something meaningful, I guess you'll get it deleted or locked as well.

To answer your question on this straight " Yes it can be unlocked " from a Moderator or Global Moderator !
But i guess there was a reason why it got locked , possible somebody has reported the thread or there was to many spam posts in there.
You have to ask Cyrus or hilariousandco why it was locked as they are Moderating the Gambling discussion Board.

Just like what Charles-Tim said only a mod or admin can unlock the thread(although I am not sure if the mod who locked the thread is the only one who'll be able to unlock it). It is not the first time that this has happened. Moderators usually lock a thread if the discussion has become repetitive, redundant and nothing new is being add to the discussion.
 
If you are going to follow what Frengki_cicsco suggested. Better ask the mod assigned to that board to make sure if it is ok.

You can open new threads, with the same theme different titles, if you are not satisfied with your main [21] page discussion continue with new ones.

I mean a bit on modifications the new topic looks fun it seems moderators have to work hard this 2021 in the gambling discussion section.

Recently I visited a post I made in gambling discussion with the title "Gambling exposed to Children"

And the thought of replying to a post then realized it has been locked, I didn't remember locking down the thread so I tried unlocking it and it didn't work but gave me a message.

"This was locked by an administrator. You cannot unlock it."

Can it be unlocked or not?
